there have been numerous posts about probs like you describe, you can use the search feature here, all forums, expand the date range to all posts to read them.
Are you using any speed patches/things that are supposed to boost downloading? Using a router? If so, have you checked its firmware/drivers. Are you trying to do a lot of other things at the same time you are downloading? Have you tried without any scripts?
