Looks to me like that server (or network) only allows connections from people who reply to the identd request. Go to Alt-O > Connect > Identd and fill out the information and make sure it's turned on. If you still aren't sending the identd information, then you have a router or a firewall that is blocking port 113. Forward the port as it shows you in http://www.portforward.com/ .
