Is it possible to notify a address not a nickname?

for example *!*@host

/help $address

That is subject to the network. I understand that some networks will allow you to use an address, but I haven't found one.

Refer to /help /notify

on *:connect: {
*!*@host got online

thens echo and whois the nick
of the specified host...

First, on connect only works for you. Second, unless you are an ircop, you can't see when people connect unless they join a channel you're in. That would be on join.

Unless he joins your channel, he's not bothering you, anyhow. If he's joining your channel, you can ban him based on his host/IP information, and then you don't have to deal with him anyhow.

If he's really a problem, you can also talk to an IRCOP and provide the logs to show what is going on. Perhaps you'll find an IRCOP willing to keep an eye on the person and maybe kline him.

What are the hosts for them? How is it you determine they are clones? It should be easy to ban them if they aren't just random hosts. Also, keep in mind that you can ban multiple nicks at once, so if you use a timer before banning and you just add the nicks whenever they join within the timespan your timer is set for, you can ban them all at once (up to the network limit... usually around 6).
