Can I personalise my Channel Central dialog?

Sort of. You can create your own dialog which has the same functions, and then put the command for your own dialog in the Channel Pop-ups replacing the /channel command that is there by default.
I am working on a replacement dialog already, but it's got a lot in it, and it's going to be a while before it's complete (personally I'm thinking probably not before the new year).

If you're going to wait, you can either wait until my big project is complete (as I said, I'm hoping for the new year), or if you want to provide details as to what you want/don't want in comparison to the current channel central dialog, I might be able to do it up for you quickly.

Could you please add channel modes f and j and all of their parameters, and a couple tick boxes or something next to each mode so /cs set # mlock is done by channel central as well.

I wasn't able to get a layout close enough to that of the original channel central that I liked, so I'm working on a secondary dialog with the features you've requested.
If any of the other helpers are monitoring this topic, a problem that I've run across is that I can't find a way to access the current settings for these modes in the channel.
Using:
/mode <channel> +f [30j#i10,40m#m10,7c#C15,10n#N15,30k#K10]:15
//echo -a $chan(<channel>).mode returns +f
What I'm needing is a method to return the associated details
