i would love to see the ability to set a background in mirc 6.2's treebar (behind the text).

I would too, but considering the number of times the tree has to refresh, it's more suitable to use solid colors. Every window action, selection, and change calls an update to the treebar. A picture would flash too frequently.

in the age of 64bit dual core cpus for under $200 it still would be nice

Even so, it's more a graphic issue than a processing one. It would still be evident, regardles of the processor. You also need to remember there are a lot more users who have settled with a dell, hp, compaq, gateway computer which is economical and decent, then those with a nice gaming machine. mIRC has been great in its ability to fit the needs of most, while still remaining versitile.
