I connect to swiftirc.net, then i try to join a channel, or change my nick, or identify my nick or anything... But it just doesnt respond or anything :S
I use mIRC, and i just don't get what's wrong.
It shows no error :S

Sounds like you hit a bad connection, or a server that was unlinked from the main network. I just spent 10 minutes connecting to different servers on the network (server names obtained using /links) and joining different channels, all with no problems.

As far as I can tell, this is a problem with your installation of mIRC and/or installation of one or more scripts to mIRC. Have you tried connecting with a clean installation of mIRC (no scripts loaded)?
If you still have the same problem connecting, then all I can do is suggest that you try re-installing mIRC (don't keep your current settings, which will be a nuisance, but you'll know that it's not a setting causing the problem if you have to set them all fresh).
If you can connect with the clean installation, then I would suspect that the trouble lies in one (or more) of your scripts. Try loading them one at a time, and reconnecting after each one, until the problem occurs again. When it does (if it does) then the problem will have something to do with the last script you loaded.

Are you sure mIRC doesn't react to any of your commands? Or is it the IRC server that isn't reacting. If you can connect to the server, but can't do anything on it (ie. join channels, send messages, etc) then you are likely shunned. A shun is like a ban that prevents the IRC server from responding to any of the commands you send to it. If I recall correctly, only the /admin and /quit commands work when you are shunned.
And before you say "I didn't do anything to get shunned", know that shuns can be wide like glines, so someone with a similar hostmask to yours could have gotten the whole range shunned.

Have you checked any other servers on that network and/or other networks to see if you have the same problem?
If it's just that server, then use a different server. If it's the entire network, go to another network. I know this last one isn't always possible, as sometimes things are arranged to happen on a specific network, but if you can't send any commands to the network, then it's useless being on there.
Have you tried using /debug @debug to view the commands sent and received between your computer and the server? If so, what are you seeing for things like /join <#channel> or /list?

Ive tried all that. When I type commands in the status screen nothing happens at all. At my brothers house it works just fine. So i Know its something on my part. Im wandering maybe if my ip address was banned for some reason. If so I have no idea why. I would like to find out. Ive even tried looking for a website for them to email someone but cant find one . Id like to get back on there somehow.

I wish I could help you further, but I, also, was unable to locate a website for that network, and all of my attempts to join the network using mIRC ended up timing out, so I wasn't even able to connect to the network.

Try typing /!remote off then attempting to join. Perhaps you have a script conflict. Additionally, type /debug @debug, attempt to join a channel, then print the output of the window on the forum. Perhaps the answer is visible in the logs.

Again when I tried to join the channel it does nothing on the status screen.
Also I connect to that server by going to ircspy then going into the directory and connecting that way cause I could never get it to connect straight from mirc
also At the start up of mirc it says this
Decode seem to be locked. Please unlock it in mIRC configuration to prevent possible script errors and then reload XDCC Klipper or restart mIRC.
How do I unlock that ?

To unlock $decode (which I wouldn't normally recommend, but if you're sure you trust the XDCC Klipper script) go to mIRC Options - Other - Lock
In the list under Disable Commands: you will find $decode with a check mark in the box. Uncheck it, then Click OK

I see these: MAXCHANNELS=3 CHANLIMIT=#:3 And reference this site and wonder maybe you're maxed on on the number of channels you can join? Going from your raw, I'm not entirely sure. I thought also it may have been the restricted channels in the options dialog, but even then it would notify you: - * Channels locked in options dialog -How many channels are you in, any at all? If not, I'm not sure what to tell you. Sorry. ;\

When I connect to that server I am not in any channels . Is it possible that my ISP is blocking me from getting on any channel?

I think I would have to agree with genius on the shunned explanation. When you connect to the server do you get any reply to any services commands? for example /ns help If not then I would say you are shunned by the services and therefore cannot connect to any channels or anything.
Other than that I am out of ideas Good luck Fire
Besides it is a warez network hmmmm
