welcome to the mIRC forum.
mIRC is an IRC client for Windows.

if you are looking for a mac client check here: http://adlr.info/?Irssix

when looking for a unix/linux/bsd client check here: http://www.irssi.org/

IRC is just a protocol and cross platform. mIRC is a client which can use the IRC protocol to connect you to an IRC server.
