Is there a script/IRC program that could help the user filter out certain IP
addresses? Here's a practical example: when I'm entering a channel I would like to be able to see only the users with IP addresses from a certain country.

A script could do it, assuming you have access to each users IP, but most irc servers create a unique but randomized address for each user to protect there identity, this would strop u from being able to identify there exact location or ip i would think.

Well, on undernet(my fav network) the only way you could hide your Ip is to register your nick name (rarely happens) or be an irc hacker and use someone else's IP (again very rarely as well)

Undernet doesn't have nick registration. You have to register a username with X and then set yourself +x to hide your IP. I wouldn't say it "rarely happens" either.

can't you just /ignore the IP address/ranges that you "don't" want to see, connect to, and vice versa?
