Is the anyway to fool IRC so you can have a different local host, like when an address is banned, you can change it to get back in the channel to get the address unbanned? confused

You won't get help with ban evasion here since it's bad etiquette.
Pmsg an op and ask for the ban to be lifted by using /query <name of op here>. Be nice, even if they refuse.

If you were banned dear Wayne you have to know why. Only troublemakers insist on trying to use false IPs or masks. Rest assured ban lists are purged by ops every day or so. Be a good boy now you hear? wink

Accepting that you are banned is a better policy. You can't fool IRC by circumventing a ban and you'll most likely not fool the people running the channel either, yu'll only be fooling yourself.

Join your own room, register it, invite your mates there and you and your friends will be in control of your destiny. :-p
