A long time ago a user posted that direct pc 2-way gave him probs with sending too.. he said they explained to him that it was a packet size issue and distance issue from his computer to the satellite to their station back to the satellite and back to the other computer, and that they send in huge packets. I got the impression from him that while it mite rarely work, for the most part it wouldnt. Best thing is to call them and see what info you can get, or if they made any recent changes.
I assume you've tried with more than one person and checked your mIRC options (like general/lock) to be sure it isnt you?
