Let me start off by saying I dont ever recall this idea being mentioned. I thik it would be nice if there was a way in mirc to /whois ONLY once or twice instead of every time.

When is mIRC whois'ing?

mIRC will send a whois request everytime someone requests the information. Since /whois is not specifically for mIRC, then there's no way to control how often someone uses the command, and, I personally, would be extremely disappointed if the /whois command could only be used a certain number of times.

maybe he means just have a whois cache, which i personally wouldnt like since the info can change from second to second. But i guess would be usefull in some cases when it just doesnt make a difference.

in the notify list there is an option to whois a person when they appear on the notify list. The problem is it notifies you everytime it gets updated if they're still on. I want to LIMIT this
