No, you cannot /whois someone if you just have their address.

There is a /who command which may reveal the nickname of a user from a particular address but due to the fact almost everyone is +i (invisible) nowadays this is usually close to useless. However, you can try using the /who command, the switches for it differ from network to network so try the #Help channel on the network you use.

When specifying a hostname you'd need to use a specific switch. Switches can differ in location in the syntax, so there is no set syntax, no.

On DALnet for example, if you searched for the hostname 'arnie.eats.cookies.com' in all channels you were in, you would use /who +Mh *arnie.eats.cookies.com*. However, on Undernet, there isn't a switch for just channels you're in, and to search specifically for a hostname I believe it's /who *hostname* h.

Sure can, lets suppose you use the server irc.mysticirc.co.uk.

You'd type: /who *mysticirc.co.uk.

All you need is part of the address.
