A lot of people believe their PCs are clean and are surprised at the results when scanning their computer for BOTH viruses AND spyware, and with several different scanners.
Use the resources in
this thread to make sure, and use an online scanner too.
As a note, looks like a G-line (ban from a network) or K-line (ban from a server), and it may not be aimed solely at you, but your entire ISP, which can happen if a) People ban evade and/or b) ISPs are unco-operative in helping with the abuse.
The reason some servers might not have a lot of people on them is due to a
netsplit.
Just checked another site, seems Maltese people were all g-lined, see
this, don't know if it's anything to do with you specifically though, but thought it a bit of a coincidence.
Edit2: After some investigation, the topic of Undernet's oper help channel says almost everyone was G-lined by accident, there has also been a word of a 'bug'. It's worth mentioning this has nothing to do with mIRC, you'll need to wait it out until they sort everything out, I'm sure everyone currently available is doing what they can
