I have several mIRC bots running on a Windows 2000 server. The server has five external IP addresses.

Even when I change the "bind to IP address" setting in mIRC, all the bots show up on IRC with the main IP address of the network card.

How can I make these bots bind to different IPs?

Run each bot using its own mIRC in its own directory. Set each one's Bind IP to a different IP.

He's not talking about /sockopen (scripting). He's talking about Alt-O / Connect / Options / Advanced button / [X] Bind all sockets to this IP address.
