That error occurs when the same host tries to connect/reconnect to the network too 'fast' (with little or no intervals). If you're not doing this, then perhaps you're on a network of some kind (university/college/work?) and others on the network are attempting to connect too.
If this couldn't be the issue you're going to have to contact GameSurge, check out
their website and look for an email and their forums.
