If you really want people to come to your server, advertising on a place where it is explicitly stated that they don't want advertising is probably not the way to go about it. I'd suggest you start submitting your server to sites which hold server/network lists (
www.ifirc.com www.netsplit.de), perhaps even to client server lists such as mIRC's. Bear in mind that most have a proper method of submitting things, so don't just go to those places and start firing off emails at the first addresses you see, look around and see what the requirements of your server are and exactly what information you have to give them.
It's not going to make your server explode into life overnight, but it'll get you a lot further than advertising on here.
