Information on installing and setting mIRC up and getting connected can be found on the
How To Install page. It seems like you haven't for the mIRC servers.ini - you can get that from
here - save it to your mIRC directory and it will be loaded into mIRC automagically. Information on finding a channel can be found in
this post.
You can always connect to EFnet through the command line. Simply enter your connection details and then type
/server irc.efnet.net in mIRC. That should successfully connect you.
We cannot help you with individual scripts - you should only be obtaining mIRC from this website, not downloading it with scripts from other websites. I suggest you get rid of your script files and install a fresh mIRC - only from the
official download page.
