In most cases of DCC receiving problems it is the sender's end that is causing the issue (particularly likely if it says "Unable to connect"). Try getting a file from 2-3 other friends and see if all of them fail. The fact that *you* can connect to *them* (hence why you can successfully DCC chat) and yet they cannot connect to you (hence why they cannot DCC send) I would say this is the most likely reason.
