This addon might help, it supports ChanServ/NickServ/MemoServ.
Finding popups for OperServ is a little harder as it differs from network to network - DALnet specific OperServ popups are impossible to find as they code their own services - I don't think you are an oper on DALnet, but if you are, ask an IRC Operator on the network for an IRCOp script suggestion, some of them have custom-made ones.
For detecting if someone is an op/voice use isvoice or isop. See
/help if-then-else statements for some help (type it in mIRC).
