12,000km is meaningless. Physical distance means nothing on the internet. The distance between servers (hops) is what matters. For example, I live in Pennsylvania, USA. I'm about 4 hops from England, where as I'm about 8 hops from Texas, USA. So geographical distance is irrelevant.

As for the last part, how should I know? I have no idea how Webnet works, if you can get someone from Webnet here to describe their system than fine. I told you the system I can up with would be lagged, perhaps they are using something I didn't think of. But you have provided no technical specs about their system, so how am I supposed to comment?
