Sounds like a video which was made to deter people from using chat rooms because of possible paedophilia and emphasising how people aren't who they always seem.
Obviously, this is a message we can only echo, and many IRC users believe IRC in general is not for people aged 13 or under (and older in many people's points of view).
Where you could find it, I don't know. Try a government website or something similar (an organisation that deals with this kind of thing for example) - Search
