Leaving aside the basic questions of child protection, illegality, morality etc...
How could such a filter possibly work?
There is no way that a program can check the content of a file before downloading, so you're stuck with filename filtering. This can be done through scripting anyway, but even given a massive set of masks innocuous-sounding filenames would still get through.
If, on the other hand, it is a question of dealing with offers/adverts made on channels rather than actual files, then a script could be used to filter out lines containing particular words/phrases too.
