no .. I reproduced it with stripped mIRC.
the only IRCd I could reproduce it on was Undernet,
So seems to me it's a bug with their IRCd.
Go to Undernet and execute the command just like
he pasted and you'll see.
Edit: btw .. it wasn't a QUIT message, it was
a PART, his PART is just modified to that, notice
the Quit #MNLQ.
