Though not all regions may protect a program from being modified or reverse engineered, you still may not re-distribute these modifications as part of any package in whole or part. This is both for legal reasons of intellectual property protection, and for safety reasons to prevent virus/ trojan script distributions that may confuse mIRC users and scare them from using mIRC.

That includes changing 'mirc.exe' to 'blowscript.exe' and sharing it with your friends or the public.
