DCC speeds are dependent on several factors including the connection between the two ends, how much else either is doing, any limitations set by the sender. They will only go as fast as the slowest end.
If your sole reason for using mIRC is to share files, it isnt the best software to use. mIRC was written as a chat medium and there are far better programs to use for file transfers.
