You have not supplied enough information about your network or internet connection.
You say you have a static IP, but what is it?
Is it a one like 192.168.1.xxx or something else.
The 192 is an internal ip that is normally gotten from a router or dhcp server. That is also not your external internet ip.
So you need to supply more information before anyone may be able to help you.
