For starters, that site is not an approved download site, and the "mIRC" you downloaded has been altered, which is a violation of the distribution license. With the unauthorized changes made, no way we could begin to help you with it. I suggest you uninstall it and get mIRC from
http://www.mirc.com/get.html (note to the left side of your screen here you can click on "download mIRC" and also on "how to install" and "intro to mIRC"). You will also find the latest servers.ini on
www.mirc.com, which will contain several efnet servers. To get a currently active list of efnet servers, see
this area of their website.
With valid mIRC, you can also type in any open window:
/help connecting to a server where you will find help with adding new servers to your personal list.
