Technically, yes you could run an mIRC bot on a shell, practically, no you can't. You'd need a provider that allows X11 forwarding (which as far as I know none do), and also running WINE (which again, as far as I know none do). Then you would setup mIRC to run through WINE.
In practice, no you can't run mIRC on a shell account.
