/server -6 OR connecting to an ipv6 ip address is the same, mirc won't support ipv4 by default there.
This is working as intended, even if that seems weird, it was the design chosen.

The only thing that could be a bug is, you said even when the user was not connected, in which case it should rely on the global setting imo.
