The closest you'll get is with a full mIRC script called Peace and Protection. It uses the mIRC scripting language to add and enhance functionality in mIRC (pop ups, dialogs etc). PnP includes support for three languages at the moment: English, Dutch(Nederlands) and Turkish.

Other than that I'm not aware of anything remotely Dutch related to mIRC...
