Would it be possible to make it user configurable whether mIRC uses SSL_OP_ALL or not? That way, users who use standard compliant IRC servers would have more protection, and those who use other servers would still be able to connect to them.

Even if SSL_OP_ALL were no longer issued for anyone, which is more secure, there is nothing forcing users with non-standards-compliant servers to upgrade to a newer version of mIRC - just like with UTF-8.
