No. It's system dependent. I'd suggest reading about
Duplex Mismatch, then consulting the manuals regarding your OS, router, etc, etc.
edit: of course, if you're browsing fine, it could be a duplex mismatch on the other side
or it could be some serious DoS... Have you tried consulting the administrator yet?
