I'd suggest starting at the beginning again.
go to
portforward.com and find your router/modem there. Follow the instructions including the part about
Setting up a Static IP Address with your router and you should be able to make it work.
Also understand, in order to send files with spaces in the path (or filename) you
CANNOT have double spaces in either the path OR filename, and you need to put the path/filename in quotes when using the /dcc send command (quotes not needed to drag & drop files).
