Again-- stop touching mIRC-- there's a 99.9% chance that this has nothing to do with your IRC client and everything to do with the network youre connecting to. As Collective said, try another network-- this will prove that its the network's fault. At that point, you can contact an administrator to find out whats wrong.
But as mentioned above, you should probably give it a few minutes before connecting, it might just be checking your ident.. Exactly how long are you waiting?
