Probably not. When you connect to an IRC server it performs a DNS lookup on your IP to get the associated hostname (normally referred to as a "reverse DNS" request). The response is determined by your ISP, so your ISP would have to change their DNS records to return to your DynDNS hostname, which isn't something ISPs normally do.

Some servers have host-masking services, you should check with your network's help channel. If the network you're using doesn't then you'll have to use a proxy/bouncer (which would sit between you and the IRC server).
