..allowing text color/backdrop color to be tied as white text with pure blue backdrop for disability setting would be a plus too...
As Collective said, these colors can already be changed, i think the important thing to remember is to strip incoming color control codes so that your prefered colors are not replaced by them. This can also already be done, see mIRC Options > Irc > Messages.
