They can block downloads in a variety of ways. Some will block downloads containing certain file extensions, such as .mp3. Some will just prevent all downloads of any type. Some will just block all DCC downloads. And some will just block certain ports (which isn't very effective, so isn't a common practice). In any case, if you cannot download from anyone at the university, then you might as well not bother trying. Even if you did manage to find a way to bypass it, if you are caught, you can be expelled. That's certainly not worth a few downloads.
