I'm out of ideas, and I'm not on any networks that have the number of users that you're indicating in order to check it out myself, per your specifications. I did check it as close as I could with what I do have, and I while I did notice a delay when joining a channel, it was nowhere near what you're indicating, and it was only when I joined the channel.
