it's strange that the network allows you to connect but not join any channels... however, if you want to contact an op (the people with the @ in front of their nicknames), just do a
/list channelname... there might appear some users bearing the mentioned symbol. All you have to do is
/query user message and in the 'message' part you'll have to explain your situation...
btw, writing in caps is considered by many users as "shouting", and as such, it is normally frowned upon.
