Actually, they do exist. What people do is create or use worms to infect large quantities of computers - several hundred, for instance - and remote-control those via IRC. If all those computers connect to an IRC server at once, or start pinging someone, they risk not being able to use the Internet for a while. This is called DDoS - Distributed Denial of Service.
