there was the idea a few times... and in the city of nuenen they are running tests for it but at this time it's way to expensive to do this yet...
there are college networks where you can get very nice speeds though... but that's only if you study at that university or rent one of their buildings.
still, this is far from happening in the NL ;-]
but I would very much welcome it :-P
DSL speeds here go as high as 20Mbit now, with ADSL2+.
though that speed isn't guaranteed or anything... it's theoretic max
