I doubt it's the mirc.ini but more likely one of the 60 remote scripts you have loaded.
Moving the mirc.ini file you've shown then moving it back doesn't mean you've unloaded all the scripts listed. As long as they're listed under [rfiles] in the mirc.ini, mIRC will reload them on startup. My suggestion is that you copy the mirc.exe and mirc.ini (the one you're having problems with) to another folder and then run it from there.
