First off
I have never seen that message. But your problem seems that server sucks. It seems lagged out. IM assuming the rest of your internet stays up? If so then its the irc server's problem. If you are also loosing your net connection then thats a different problem. Have you tried ot connect to another server on the network if there is one? if you use say irc.something.net and you are using windows try
In mIRC
"/run ipconfig /flushdns"
Then reconnect to irc.something.net
That will flush your dns and hopefully connect you to another server if they use a round robin feature
