that is Nightcrawler's signature. it shows the nick he uses, that he is an admin on that network, and the channels he can usually be found in there.
unless you meant what did he mean by yes, in which case he meant that yes, you can copy the servers.ini and urls.ini to anywhere you want to save them. you can also copy them into a new mIRC directory to use instead of the ones that come with a new version.
