Everyone has their own ideas of what makes a "nice chat" and at any rate, to tell them here would be considered spam.
The best thing to do is try different networks and channels until you find one that you personally are comfortable in. It may take wandering in and out of a few channels, but you'll find one you like before long.
You can get a list of channels on a subject that mite be of more interest to you by typing (in any mIRC window) /list *subjecthere* like:
/list *chat*
/list *texas*
/list *+30*
