We cannot really tell you that, as we do not know specific server specifications (i.e. machine speed, connectivity speed etc).
If a server manages to successfully link to a network such as Undernet, then the chances are they are ALL stable. All you have to do is use
/server eu.undernet.org and you should connect to a perfectly stable server.
You can look at
this page to see the kind of stringent requirements possible future servers must meet. Also see Undernet's
sponsors and see the kind of companies that the machines get hosted on.
In short, connecting to any EU Undernet server is perfectly stable, and if any netsplits do occur, that is most likely because of:
1) Routing issues (perhaps servers getting re-routed to a different HUB, or a server being restarted).
or
2) DDoS attacks - it doesn't matter how stable a server is (or rather, a server's host) - if an attack is strong enough it will unfortunately split.
