i was wondering if there was a dll or some way to detect if another application has taken full screen over the computer or not.

(eg. running a game in full screen, watching a movie in full screen, etc)
msn has the same feature, and it sets you to away when another program sets full screen mode

You can check with $appactive if mIRC is active or not.

hmm... im not trying to check if mirc is active or full screen
but trying to see if another program has taken over all the desktop space

eg. open a movie in windows media player and play it in full screen
or
eg. open up a game like gunbound, need for speed underground, starcraft, quake, etc

i think they mean if $appactive is $false, then you might be in fullscreen, so dont go popping what ever it is you are poping up onto the screen (if you are).
