Hey there,
You first need to
download mIRC and then set it up so that you can connect to an IRC Server and then join the chatrooms. For instructions on how to install mIRC see the
How To Install document (it's on the navigation bar to the left).
Once connected you can start looking for channels to chat in etc. take a look at
this sticky post for help and information on doing so - it also has info on creating a channel.
Once you've joined a channel, all you have to do is type the words and press Enter, and everyone else sees the message
