IRC is a protocol, not a language. The protocol functions perfectly under Linux and in fact the IRC protocol was originally designed for *nix based machines. A Linux version of IRC doesn't make sense, protocols are not OS specific (or at least they shouldn't be). If you are asking for mIRC to be available on Linux, it won't happen. If you want to use IRC on linux use one of the many already available Linux IRC clients. X-Chat, BitchX, ircii, EPIC, irssi, kvirc, etc.
