Forums Connection Issues help

i cant connect..i used to never have a problem..I canceled my internet servive, but now I have it again, but i cannot connect to irc..i downloaded it new today and installed it 1o minutes ago .. thanks for any input
it keeps on saying..
(unable to connect) connection timed out
